The revenue side is often overlooked in preparing budgets… But looking at the list of districts who benefit from tuition revenues it’s clear that the rich districts are getting richer and the poor ones are losing students. Unless funding formulas provide a counterbalance school districts serving children born into poverty in MA will soon face a death spiral.
